Invitation to Tender: Provision of Qualified Resource with external audit banking experience through a Secondment Arrangement (Tender Reference Number: AS-1783-SHG)

Audit St Helena is seeking a suitably qualified service provider to second a qualified external audit resource with audit banking experience at Supervisor/ Assistant Manager Level via a service contract arrangement.

The resource will primarily work on the financial statements of State Owned Entities in the financial services sector; and, external audit experience with bodies reporting to International Public Sector Accounting Standards (IPSAS), International Financial Reporting Standards (IFRS), and Financial Reporting Standard 102 (FRS-102) reporting frameworks is preferred. Service providers should have an appropriate professional registration. 

The service provider should: 

provide a quote for the costing of the services as a monthly fee (inbound and outbound travel costs should be incorporated in the quote) (Weighting : 50 points)

demonstrate candidate’s strong technical proficiency and possession of a professional qualification  (Weighting: 30 points)

demonstrate knowledge and experience in performing external financial statement audits in the banking sector, including knowledge of the Financial Conduct Authority Handbook and the Prudential Regulatory Authority Rulebook (Weighting: 20 points)

Firms are invited to submit proposals and outline CVs of suitable candidates, along with proposed monthly service and travel costs, for the following periods:

5.5 months arriving on St Helena Island on Saturday, 10 February 2024, and departing St Helena Island on Saturday 27th July 2024 with option to extend term by mutual agreement. 

In view of this deployment, firms’ responses are required to be sent by e-mail to brendon.hunt@sainthelena.gov.sh by Friday 13th December 2023, 17:00hrs GMT. Short-listed candidates from the preferred supplier are expected to be interviewed on the 19th of January 2024, ahead of the proposed deployment on 10th of February 2024.   

Service providers are advised that Audit St Helena will cover the cost of accommodation and utilities for the duration of the deployment. The successful candidate will be required to have medical insurance as a prerequisite to gain entry to the Island.
