Our team

Name: Phil Sharman

Position: Chief Auditor for Saint Helena

Responsibility: Auditor General responsible for the external audit of the financial statements of public bodies in Saint Helena and reporting to the Public Accounts Committee on stewardship and value for money in the use of public funds. The Chief Auditor and the staff in the Saint Helena Audit Service enjoy statutory independence and are not subject to the direction or control of any person or authority in the exercise of the professional audit function.

Background: Phil is a Chartered Accountant with professional membership of both the Chartered Institute of Public Finance and Accountancy (CPFA) and the Chartered Accountants of New Zealand and Australia (CAANZ). Phil has extensive experience as statutory external auditor having previously held director level roles with the Audit Commission and Audit New Zealand with reporting responsibilities across all major sectors including central government and state owned enterprises, local government, health and education.

Personal perspective: My role is all about promoting public accountability and providing assurance to the public on the use of taxpayers funds – I am pleased to be able to strengthen the audit function in Saint Helena during this time of significant public investment as the Island prepares for international air access and future economic development.

Outside of the office Phil enjoys boating and fishing and is Commodore of the St Helena Yacht Club.


Name: Anesu Happyman Makamure

Position: Performance Audit Manager

Responsibility: To support the Chief Auditor in the delivery of Value for Money/ Performance Audit assignments and any other delegated responsibilities.

Background: Anesu is a Chartered Accountant with professional membership of the South African Institute of Chartered Accountants. Anesu has extensive experience in assurance and advisory having previously been a Director at Nexia SAB&T Chartered Accountants Inc in South Africa. His client portfolio exposure ranges from Diversified Groups, Mining Companies, Not for Profit Organisations, Public Enterprises, Municipalities and National/Provincial departments amongst others. Anesu also did a 1 year internship in the Treasury Division of the Infrastructure Development Bank in Zimbabwe

Personal perspective: Life is a long journey of learning and he subscribes to the notion of continuous learning and development.

Anesu enjoys playing chess, tennis and watching soccer during his spare time.

Name: Gavin Barlow

Position: Financial Audit Manager

Responsibility: To support the Chief Auditor in the delivery of Financial Audit assignments and any other delegated responsibilities.

Background: Gavin is a Chartered Accountant with professional membership of the South African Institute of Chartered Accountants.   Gavin has gained his extensive experience during his stints with the Auditor General South Africa Price Waterhouse Coopers in assurance and advisory engagements. He has been exposed to UN International Audits, Public Entities, State Owned Companies, Diversified Groups, Mining Companies, Municipalities and National/Provincial departments amongst others.

Personal perspective: Gavin is a fitness fanatic who enjoys playing golf, tennis and his saxophone in his spare time.


Name: Jeremiah Tsungo

Position: Senior Auditor

Responsibility: To plan, execute, finalise and lead the audit team in the delivery of financials audits and any other delegated assignments.

Background: Jeremiah holds a Bachelor’s degree in Accounting from the Midlands State University and is currently studying towards his ACCA professional qualification. He did his articles of clerkship with KPMG in Harare, Zimbabwe before moving to South Africa where he worked for five years in a medium sized audit firm. His experience includes audit of government departments, municipalities, consumer and industrial clients as well as not for profit making organisation

Personal perspective: He wants to travel the world while auditing before going back to his home country and trying out farming.

Name: Carla Yon

Position: Senior Auditor

Responsibility: To plan, execute, finalise and lead the audit team in the delivery of financials audits and any other delegated assignments.

Background: Carla moved to Saint Helena with her family in February 2015 and worked as a Maths Teacher, in training, at Prince Andrew School before joining the audit team. She has completed numerous qualifications in both manual and computerised accounts and qualified as an Accounting Technician with the AAT. She is currently studying the professional ACCA qualification, with the hope of becoming a chartered accountant.

Personal perspective: Carla believes that lifelong learning has been fundamental to her professional development, completing courses in her spare time whilst working full time. Balancing work, study and family life is not easy but motivation and dedication is the key to success.

Name: Helena Holck Loechen

Position: Senior Auditor

Responsibility: To plan, execute, finalise and lead the audit team in the delivery of value for money/performance audits and any other delegated assignments.

Background: Helena holds a Master of Science Degree in Business Administration; Strategy, Organisation and Management from The Norwegian School of Economics and Business Administration. She has experience as a project manager and a consultant, working with innovations and category improvement in retail, and process analysis and development in projects on business solutions and information technology both in the private and public sector. Helena joined SHAS in March 2016, and will train to become a Certified Government Auditing Professional.

Personal perspective: Helena enjoys music, reading, travelling and fitness in her spare time, and is enjoying the opportunity to progress as an auditor whilst on the beautiful island of St Helena.

Name: Anna-Marie Samuel

Position: Auditor

Responsibility: To plan, execute, and finalise the audit towards the delivery of financial audits and any other delegated assignments.

Background: Anna has been with the audit services for the past 5 years, where she started as an administrative assistant and rising to the position of Auditor that she currently holds. . She is currently studying for the professional ACCA qualification and is in the progress of completing the diploma level

Personal perspective: She is motivated to study is to gain more knowledge of accounting which will improve my performance as an auditor and to help me achieve my future entrepreneurial aspirations.

Name: Ayla Phillips

Position: Assistant Auditor

Responsibility: To plan and execute the audit towards the delivery of audits and any other delegated assignments, in addition she is also responsible for the day to day office administration.

Background: Ayla first joined SHG in 2007 as the GIS Technician with Legal Lands & Planning Department for 2 years before moving to the U.K where she worked in a Dental Practice for over 5 years. Shortly after recently returning back to the Island, Ayla joined the audit team in April 2016 as an Assistant Auditor where she hopes to gain an ACCA qualification and go on to further studies.

Personal perspective: I am motivated to develop myself professionally and gain any knowledge and qualifications that will aid in my progress. In my spare time I enjoy walking (Discovering the hidden wonders of the island and enjoying the views), water sports and spending time with my family and young daughter.
